Korea Tax Refund: When the Store Refunds You on the Spot, and When You Must Do It at the Airport
Why One Receipt Is Settled at the Till and the Next One Is Not
If one shop gave you cash back at the counter and the next gave you a slip, nothing went wrong. Korea runs two routes under one rule set: an immediate refund inside a designated tax-free store, or a refund on departure. The route is not the shopper's choice — it follows the value of the single transaction and the running total for your stay. All legal figures below come from the Presidential Decree on Special Cases concerning Value-Added Tax and Individual Consumption Tax for Foreign Tourists (No. 35947, in force 2026-01-02), read on law.go.kr on 2026-10-16.
For an immediate refund the store checks your passport and transmits an electronic sales confirmation (Article 8(4)). That does not end the matter: a tourist who has already received a refund still has to obtain customs confirmation of export on departure (Article 9(1)).
| Question | What the rule says | Source |
|---|---|---|
| Minimum per receipt | KRW 15,000 or more, tax included | Enforcement Rule Art. 2(1) |
| Immediate refund, one transaction | under KRW 1,000,000 incl. tax | Decree Art. 6(2)1 |
| Immediate refund, whole stay | KRW 5,000,000 or less | Decree Art. 6(2)2 |
| Export deadline | within 3 months of purchase | Decree Art. 6(1)1 |
| Already refunded at the till | customs confirmation still applies | Decree Art. 9(1) |
| Incheon kiosk hours, T1 and T2 | 24 hours | Incheon Airport page |
| Incheon service desk hours | T1 07:00–22:00 / T2 07:00–21:30 | Incheon Airport page |
The Three Amounts That Decide Which Route Your Receipt Takes
A purchase qualifies at all only if the single transaction is at least KRW 15,000 including tax (Enforcement Rule Article 2(1); anything below is excluded by Decree Article 3(1)5). For an immediate in-store refund, the single transaction value including the tax amount must be under KRW 1,000,000 (Article 6(2)1).
There is also a ceiling for the whole stay: the total transaction value including the refunded tax must be KRW 5,000,000 or less (Article 6(2)2). Past that point, the remaining purchases go through the airport route instead.
Two more conditions matter. The refund operator may deduct a fee approved by the Commissioner of the National Tax Service (Article 6(3)), so what lands in your hand is less than the full tax amount. The goods must leave Korea within three months of the purchase date (Article 6(1)1), and if goods stay past that export period, purchases made afterwards lose immediate-refund eligibility (Article 6(4)).
Step 1. Before You Pay: Confirm the Store Is Affiliated and Hand Over the Passport

Red box 1 reads: "When purchasing items (over KRW 15,000), request a purchase receipt and tax refund documents (passport required)." The same page tells you to check the affiliated stores before making a purchase, and to keep the issued receipt and refund documentation until departure. If the documents were never requested there is no refund, and the page states a refund may be refused if they are filled in incompletely.
The passport is scanned rather than glanced at because the store transmits an electronic sales confirmation. The English name and passport number printed on your slip are what customs will later match, so read them before you leave the counter.
Some goods never qualify: tobacco (Enforcement Rule Article 2(2)1), firearms, swords and explosives, designated cultural or natural heritage items, addictive or habit-forming medicines, and goods whose trade is restricted by law (Decree Article 3(1)). Corporations, diplomats stationed in Korea, and UN or US forces personnel stationed in Korea are not treated as foreign tourists (Article 2(1)).
Step 2. At Check-in: Decide Cabin or Checked Baggage Before the Bag Leaves Your Hand
Red box 2 in the capture above is the sentence travellers most often miss: do not check refund-eligible items and related documents as baggage — carry them with you.
Cabin route. Check in, collect the boarding pass, keep the goods and documents on you, then go to the kiosk in the departure hall.
Checked-baggage route. Tell the airline staff at check-in. A tag is attached to the bag for customs inspection, you reclaim the bag, go to the kiosk, and after clearance place the bag on the large baggage conveyor belt next to the customs desk.
The goods must be unopened and unused when presented. The airport page advises arriving with time to spare, and the checked-baggage route adds a reclaim-and-redeposit loop on top of the normal queue.
Step 3. At the Kiosk: Scan the Passport, Then Choose Cash or Your Own Credit Card
Source: Incheon Airport official English website (captured Oct 16, 2026)
The page states that when you scan your passport at the automated kiosk, the refund amount is processed according to the approved records. Red box 3 covers the payout choice: if the refund amount is large, or if you prefer not to receive cash, you can have the refund credited to your own credit card.
Kiosk locations on the same page: Terminal 1, 24 hours, near Gate 28 in the 3rd-floor Duty-Free Zone, next to the central pharmacy on the 3rd floor of the Concourse. Terminal 2, 24 hours, near Gate 253, across from Gate 250, 3rd floor Duty Free Zone.
Because the kiosk works only from records already approved, Steps 1 and 2 cannot be skipped.
When the Kiosk Says Customs Inspection Is Required
The Incheon page instructs you to present your passport, the purchased items (unopened and unused) and the purchase confirmation at the customs desk. That matches Decree Article 9(1): a tourist who has already received a refund, or wants to receive one, must present the sales confirmation together with the goods and obtain the customs office's confirmation on departure.
Article 9(2) softens the paperwork: where the store or refund operator has transmitted the electronic sales confirmation — including the immediate-refund one — customs may let you skip presenting the paper confirmation, but may still ask for the receipt if the transmitted content has an error or a fact needs checking. Article 9(4) allows customs to select and inspect whether the presented goods match the confirmation.
Read together, the familiar line "I took the instant refund, so there is nothing to do at the airport" is not what the decree says.
Service Desk Hours vs 24-Hour Kiosk: Red-Eye and Early-Morning Flights

Red box 1 marks the Terminal 1 desk: 07:00–22:00, Korea Information & Communications, 82-32-743-1009, near Gate 28 in the Duty Free Zone on the 3rd floor. Red box 2 marks Terminal 2: 07:00–21:30, NICE Information & Telecommunication, 82-32-743-2732, near Gate 253, across from Gate 250, 3rd floor Duty Free Zone.
The kiosk capture shows the contrast — both terminals' automated kiosks run 24 hours, while the staffed desks do not. Terminal 2's desk closes 30 minutes earlier than Terminal 1's, so check which terminal your airline uses before building the departure-day timeline.
What These Sources Do Not Answer — Check Before You Count On It
Neither the decree nor the Incheon page states the exact percentage a tourist ends up with after the operator's fee is deducted. Neither states whether a particular store runs a downtown refund counter, any kiosk limit expressed as a receipt amount, or how long processing takes.
The decree does answer one question travellers ask at the till. Splitting the value of a single item across two or more sales confirmations is grounds for cancelling the store’s tax-free designation if it happens twice or more within one VAT period (Article 5(4)10), and a store cancelled on that ground cannot be re-designated for two years (Article 5(5)). Asking a cashier to break one item into two receipts to stay under the KRW 1,000,000 line puts the store’s licence at risk, not just your paperwork.
Nothing in these sources shows a traveller how much of the KRW 5,000,000 allowance has already been used. If you are shopping near that ceiling, ask the refund operator’s counter in the store before you pay, while the transaction can still be routed the other way.
The rules and screens above cover Incheon. Other airports and seaports were not checked here. Incheon Airport customer service is 1577-2600, and the airport page itself states that its information is for reference and should be verified with the relevant agency.
